국가인권위원회법 시행령 제9조(진정서의 자유로운 작성 및 제출)

①시설수용자가 구금ㆍ보호시설의 장 또는 관리인에 대하여 위원회에 보내는 진정서 그밖의 서면의 작성의사를 표명한 때에는 구금ㆍ보호시설의 장 또는 관리인은 이를 금지하거나 방해하여서는 아니된다.

②구금ㆍ보호시설에 소속된 공무원 또는 직원은 시설수용자가 위원회에 보내기 위하여 작성중이거나 소지하고 있는 진정서 또는 서면을 열람ㆍ압수 또는 폐기하여서는 아니된다. 다만, 제1항의 규정에 의하여 미리 작성의사를 표명하지 아니하고 작성중이거나 소지하고 있는 문서의 경우에는 그러하지 아니하다.

③구금ㆍ보호시설에 소속된 공무원 또는 직원은 시설수용자가 징벌혐의로 조사를 받고 있거나 징벌을 받고 있는 중이라는 이유로 위원회에 보내기 위한 진정서 또는 서면을 작성하거나 제출할 수 있는 기회를 제한하는 조치를 하여서는 아니된다.
