①특별조정위원회에 위원장을 둔다.

②위원장은 공익을 대표하는 노동위원회의 위원인 특별조정위원중에서 호선하고, 당해 노동위원회의 위원이 아닌 자만으로 구성된 경우에는 그중에서 호선한다. 다만, 공익을 대표하는 위원인 특별조정위원이 1인인 경우에는 당해 위원이 위원장이 된다.
