변호사는 법률사건이나 법률사무에 관한 변호인선임서 또는 위임장 등을 공공기관에 제출할 때에는 사전에 소속 지방변호사회를 경유하여야 한다. 다만, 사전에 경유할 수 없는 급박한 사정이 있는 경우에는 변호인선임서나 위임장 등을 제출한 후 지체 없이 공공기관에 소속 지방변호사회의 경유확인서를 제출하여야 한다.
