장애인복지법 제9조(국가와 지방자치단체의 책임)

①국가와 지방자치단체는 장애 발생을 예방하고, 장애의 조기 발견에 대한 국민의 관심을 높이며, 장애인의 자립을 지원하고, 보호가 필요한 장애인을 보호하여 장애인의 복지를 향상시킬 책임을 진다.
