전자문서 및 전자거래 기본법 제20조(전자문서ㆍ전자거래촉진계획의 수립ㆍ시행)
Framework Act on Electronic Documents and Transactions, Article 20 (Formulation and Implementation of Plans to Promote Electronic Documents and Transactions)
① 정부는 제19조에 따른 전자문서ㆍ전자거래기본정책의 원칙에 따라 다음 각 호의 사항이 포함된 계획(이하 "전자문서ㆍ전자거래촉진계획"이라 한다)을 수립ㆍ시행하여야 한다.
(1) The Government shall formulate and implement a plan that includes the following matters (hereinafter referred to as the "plan to promote electronic documents and transactions"), in accordance with the principles of the basic policy on electronic documents and transactions under Article 19:
1. 전자문서ㆍ전자거래촉진계획의 기본 방향
1. The basic direction of the plan to promote electronic documents and transactions;
2. 전자문서 및 전자거래와 관련된 국제규범에 관한 사항
2. Matters concerning international norms related to electronic documents and electronic transactions;
3. 전자결제제도에 관한 사항
3. Matters concerning electronic payment systems;
4. 지식재산권의 보호에 관한 사항
4. Matters concerning the protection of intellectual property rights;
5. 전자문서 및 전자거래 당사자의 권익 보호에 관한 사항
5. Matters concerning the protection of the rights and interests of parties to electronic documents and electronic transactions;
6. 전자문서 및 전자거래의 안전성과 신뢰성 확보에 관한 사항
6. Matters concerning ensuring the safety and reliability of electronic documents and electronic transactions;
7. 전자문서 및 전자거래에 관한 기술의 개발 및 표준화에 관한 사항
7. Matters concerning the development and standardization of technologies for electronic documents and electronic transactions;
8. 전자문서 이용 및 전자거래의 촉진에 필요한 환경조성 및 수요창출에 관한 사항
8. Matters concerning creating an environment and generating demand needed to promote the use of electronic documents and electronic transactions;
9. 전자문서 및 전자거래와 관련된 국제협력에 관한 사항
9. Matters concerning international cooperation related to electronic documents and electronic transactions;
10. 전자문서 이용 및 전자거래의 촉진에 필요한 기반조성의 지원에 관한 사항
10. Matters concerning support for building the foundation needed to promote the use of electronic documents and electronic transactions;
11. 초고속정보통신망의 구축 및 이용활성화에 관한 사항
11. Matters concerning the construction and wider use of high-speed information and communications networks;
12. 그 밖에 전자문서 이용 및 전자거래를 촉진하기 위하여 필요한 사항
12. Other matters necessary to promote the use of electronic documents and electronic transactions.
② 전자문서ㆍ전자거래촉진계획과 관련된 중앙행정기관(이하 "관계중앙행정기관"이라 한다)의 장은 제1항 각 호의 사항에 관한 소관별 부문계획을 수립하고 주요 정책을 수립ㆍ집행할 때 이를 고려하여야 한다.
(2) The heads of central administrative agencies related to the plan to promote electronic documents and transactions (hereinafter referred to as "relevant central administrative agencies") shall formulate sectoral plans within their jurisdiction on the matters listed in the subparagraphs of paragraph (1), and shall take them into account when formulating and executing major policies.
③ 전자문서ㆍ전자거래촉진계획은 과학기술정보통신부장관이 관계중앙행정기관별 부문계획을 종합하여 수립한다. <개정 2013.3.23, 2017.7.26>
(3) The Minister of Science and ICT shall formulate the plan to promote electronic documents and transactions by consolidating the sectoral plans of the relevant central administrative agencies.
