집회 및 시위에 관한 법률 제2조(정의)

1. "옥외집회"란 천장이 없거나 사방이 폐쇄되지 아니한 장소에서 여는 집회를 말한다.

3. "주최자(主催者)"란 자기 이름으로 자기 책임 아래 집회나 시위를 여는 사람이나 단체를 말한다. 주최자는 주관자(主管者)를 따로 두어 집회 또는 시위의 실행을 맡아 관리하도록 위임할 수 있다. 이 경우 주관자는 그 위임의 범위 안에서 주최자로 본다.

4. "질서유지인"이란 주최자가 자신을 보좌하여 집회 또는 시위의 질서를 유지하게 할 목적으로 임명한 자를 말한다.
