1. 중학교 졸업학력 검정고시에 합격한 사람

2. 중학교에 준하여 교육과정을 운영하는 학교로서 설립자, 학생정원, 수업일수, 학교시설ㆍ설비 및 수익용기본재산을 고려하여 해당 교육과정을 충실히 운영할 수 있다고 인정되는 학교 중 교육부령으로 정하는 바에 따라 교육감이 지정ㆍ고시한 학교를 졸업한 사람

3. 제98조의2제1항 각 호의 어느 하나에 해당하는 사람으로서 교육감이 학력심의위원회의 심의를 거쳐 9년 이상의 우리나라 학교교육과정을 마친 사람에 상응한 학력을 가진 것으로 인정한 사람

4. 교육감이 지정한 평생교육시설에서 중학교 교육과정에 상응한 교육과정을 마친 사람

7. 외국에서 9년 이상 또는 중학교에 해당하는 학교교육과정을 마친 사람
