지방자치법 제17조(주민의 권리)

① 주민은 법령으로 정하는 바에 따라 주민생활에 영향을 미치는 지방자치단체의 정책의 결정 및 집행 과정에 참여할 권리를 가진다.

② 주민은 법령으로 정하는 바에 따라 소속 지방자치단체의 재산과 공공시설을 이용할 권리와 그 지방자치단체로부터 균등하게 행정의 혜택을 받을 권리를 가진다.

③ 주민은 법령으로 정하는 바에 따라 그 지방자치단체에서 실시하는 지방의회의원과 지방자치단체의 장의 선거(이하 "지방선거"라 한다)에 참여할 권리를 가진다.
