지방자치법 제2조(지방자치단체의 종류)

① 지방자치단체는 다음의 두 가지 종류로 구분한다. <개정 2026.3.5>

② 지방자치단체인 구(이하 "자치구"라 한다)는 특별시, 통합특별시 및 광역시의 관할 구역의 구만을 말하며, 자치구의 자치권의 범위는 법령으로 정하는 바에 따라 시ㆍ군과 다르게 할 수 있다. <개정 2026.3.5>

③ 제1항의 지방자치단체 외에 특정한 목적을 수행하기 위하여 필요하면 따로 특별지방자치단체를 설치할 수 있다. 이 경우 특별지방자치단체의 설치 등에 관하여는 제12장에서 정하는 바에 따른다.
