Assembly and Demonstration Act, Article 11 (Prohibited Places for Outdoor Assemblies and Demonstrations)
누구든지 다음 각 호의 어느 하나에 해당하는 청사 또는 저택의 경계 지점으로부터 100 미터 이내의 장소에서는 옥외집회 또는 시위를 하여서는 아니 된다. <개정 2020.6.9, 2026.2.27>
No person shall hold an outdoor assembly or demonstration within 100 meters of the boundary of any of the following buildings or residences:
1. 국회의사당. 다만, 다음 각 목의 어느 하나에 해당하는 경우로서 국회의 기능이나 안녕을 침해할 우려가 없다고 인정되는 때에는 그러하지 아니하다.
1. The National Assembly building. However, this shall not apply where any of the following items applies and it is found that there is no concern of infringing on the functions or peace and security of the National Assembly:
가. 국회의 활동을 방해할 우려가 없는 경우
(a) Where there is no concern of interfering with the activities of the National Assembly;
나. 대규모 집회 또는 시위로 확산될 우려가 없는 경우
(b) Where there is no concern of the event spreading into a large-scale assembly or demonstration;
2. 각급 법원, 헌법재판소. 다만, 다음 각 목의 어느 하나에 해당하는 경우로서 각급 법원, 헌법재판소의 기능이나 안녕을 침해할 우려가 없다고 인정되는 때에는 그러하지 아니하다.
2. Courts at all levels and the Constitutional Court. However, this shall not apply where any of the following items applies and it is found that there is no concern of infringing on the functions or peace and security of the courts at all levels or the Constitutional Court:
가. 법관이나 재판관의 직무상 독립이나 구체적 사건의 재판에 영향을 미칠 우려가 없는 경우
(a) Where there is no concern of affecting the independence of judges or Justices in their duties or the trial of a specific case;
나. 대규모 집회 또는 시위로 확산될 우려가 없는 경우
(b) Where there is no concern of the event spreading into a large-scale assembly or demonstration;
3. 대통령 집무실, 대통령 관저(官邸), 국회의장 공관, 대법원장 공관, 헌법재판소장 공관, 국무총리 공관. 다만, 다음 각 목의 어느 하나에 해당하는 경우로서 대통령 집무실, 대통령 관저, 국회의장 공관, 대법원장 공관, 헌법재판소장 공관, 국무총리 공관의 기능이나 안녕을 침해할 우려가 없다고 인정되는 때에는 그러하지 아니하다.
3. The office of the President, the official residence of the President, and the official residences of the Speaker of the National Assembly, the Chief Justice of the Supreme Court, the President of the Constitutional Court, and the Prime Minister. However, this shall not apply where any of the following items applies and it is found that there is no concern of infringing on the functions or peace and security of the office of the President, the official residence of the President, or the official residences of the Speaker of the National Assembly, the Chief Justice of the Supreme Court, the President of the Constitutional Court, or the Prime Minister:
가. 대통령, 국회의장, 대법원장, 헌법재판소장, 국무총리의 직무를 방해할 우려가 없는 경우
(a) Where there is no concern of interfering with the duties of the President, the Speaker of the National Assembly, the Chief Justice of the Supreme Court, the President of the Constitutional Court, or the Prime Minister;
나. 대규모 집회 또는 시위로 확산될 우려가 없는 경우
(b) Where there is no concern of the event spreading into a large-scale assembly or demonstration;

5. 국내 주재 외국의 외교기관이나 외교사절의 숙소. 다만, 다음 각 목의 어느 하나에 해당하는 경우로서 외교기관 또는 외교사절 숙소의 기능이나 안녕을 침해할 우려가 없다고 인정되는 때에는 그러하지 아니하다.
5. Diplomatic missions of foreign countries in Korea and the residences of diplomatic envoys. However, this shall not apply where any of the following items applies and it is found that there is no concern of infringing on the functions or peace and security of the diplomatic mission or the residence of the diplomatic envoy:
가. 해당 외교기관 또는 외교사절의 업무를 방해할 우려가 없는 경우
(a) Where there is no concern of interfering with the work of the relevant diplomatic mission or diplomatic envoy;
나. 대규모 집회 또는 시위로 확산될 우려가 없는 경우
(b) Where there is no concern of the event spreading into a large-scale assembly or demonstration;
