공직선거법 제139조(정당기관지의 발행ㆍ배부제한)

①정당의 중앙당은 선거기간중 기관지를 통상적인 방법외의 방법으로 발행ㆍ배부할 수 없다. 다만, 선거기간중 통상적인 주기에 의한 발행회수가 2회 미만인 때에는 2회(증보ㆍ호외ㆍ임시판을 포함하며, 배부되는 지역에 따라 게재내용중 일부를 달리하더라도 동일한 것으로 본다)이내로 한다. 이 경우 정당의 중앙당외의 당부가 발행하거나 공개장소에서의 연설ㆍ대담장소 또는 대담ㆍ토론회장에서의 배부, 거리에서의 판매ㆍ배부, 첩부, 게시, 살포는 통상적인 방법에 의한 배부로 보지 아니한다. <개정 2004.3.12>

②제1항의 기관지에는 당해 정당이 추천한 후보자의 기호ㆍ성명ㆍ사진ㆍ학력ㆍ경력 등외에 후보자의 홍보에 관한 사항을 게재할 수 없다. <신설 2000.2.16>

③제1항의 기관지를 발행ㆍ배부하고자 하는 때에는 발행 즉시 2부를 중앙선거관리위원회에 제출하여야 하되, 전자적 파일로 대신 제출할 수 있다. <개정 2010.1.25>
