공직선거법 제66조(선거공약서)

① 대통령선거 및 지방자치단체의 장선거의 후보자(대통령선거에 있어서 정당추천후보자의 경우에는 그 추천정당을 말한다. 이하 제2항 및 제5항을 제외하고 이 조에서 같다)는 선거운동을 위하여 선거공약 및 그 추진계획을 게재한 인쇄물(이하 "선거공약서"라 한다) 1종을 작성할 수 있다. <개정 2008.2.29>

② 선거공약서에는 선거공약 및 이에 대한 추진계획으로 각 사업의 목표ㆍ우선순위ㆍ이행절차ㆍ이행기한ㆍ재원조달방안을 게재하여야 하며, 다른 정당이나 후보자에 관한 사항을 게재할 수 없다. 이 경우 후보자의 성명ㆍ기호와 선거공약 및 그 추진계획에 관한 사항 외의 후보자의 사진ㆍ학력ㆍ경력, 그 밖에 홍보에 필요한 사항은 제3항에 따른 면수 중 1면 이내에서 게재할 수 있다. <개정 2008.2.29, 2012.1.17>

③ 선거공약서는 대통령선거에 있어서는 32면 이내로, 시ㆍ도지사선거에 있어서는 16면 이내로, 자치구ㆍ시ㆍ군의 장선거에 있어서는 12면 이내로 작성한다. <개정 2008.2.29>

④ 선거공약서의 수량은 해당 선거구 안에 있는 세대수의 100분의 10에 해당하는 수 이내로 한다. <개정 2008.2.29>

⑤후보자와 그 가족, 선거사무장, 선거연락소장, 선거사무원, 회계책임자 및 후보자와 함께 다니는 활동보조인은 선거공약서를 배부할 수 있다. 다만, 우편발송(점자형 선거공약서는 제외한다)ㆍ호별방문이나 살포(특정 장소에 비치하는 방법을 포함한다)의 방법으로 선거공약서를 배부할 수 없다. <개정 2008.2.29, 2010.1.25>

⑥후보자가 선거공약서를 배부하고자 하는 때에는 배부일 전일까지 2부를 첨부하여 작성수량ㆍ작성비용 및 배부방법 등을 관할선거구선거관리위원회에 서면으로 신고하여야 하며, 배부 전까지 배부할 지역을 관할하는 구ㆍ시ㆍ군선거관리위원회에 각 2부를 제출하여야 한다. <개정 2008.2.29>

⑦관할선거구선거관리위원회는 선거공약서를 선거관리위원회의 인터넷홈페이지에 게시하는 등 선거구민이 알 수 있도록 이를 공개할 수 있으며, 당선인 결정 후에는 당선인의 선거공약서를 그 임기만료일까지 선거관리위원회의 인터넷홈페이지 또는 중앙선거관리위원회가 지정하는 인터넷홈페이지에 게시할 수 있다. 이 경우 후보자로 하여금 그 전산자료 복사본을 제출하게 하거나 그 내용을 요약하여 제출하게 할 수 있다. <개정 2008.2.29>

⑧제64조제3항ㆍ제8항 및 제65조제4항(단서는 제외한다)은 선거공약서에 관하여 각각 이를 준용한다. 이 경우 "선거벽보" 또는 "책자형 선거공보"는 "선거공약서"로, "작성하여 보관 또는 제출할"은 "작성할"로, "점자형 선거공보"는 "점자형 선거공약서"로 보며, 점자형 선거공약서는 선거공약서와 같은 종류로 본다. <개정 2010.1.25, 2015.8.13>

⑨선거공약서의 규격, 작성근거 등의 표시, 신고 및 제출 그 밖의 필요한 사항은 중앙선거관리위원회규칙으로 정한다.
