①정부는 정부, 지방자치단체, 공공단체 및 정부투자기관 등이 물품 또는 용역을 조달(調達)할 때에는 중소기업자의 수주(受注) 기회를 증대시키기 위하여 필요한 시책을 실시하여야 한다.
