지방자치법 제203조(기본계획 등)

① 특별지방자치단체의 장은 소관 사무를 처리하기 위한 기본계획(이하 "기본계획"이라 한다)을 수립하여 특별지방자치단체 의회의 의결을 받아야 한다. 기본계획을 변경하는 경우에도 또한 같다.

② 특별지방자치단체는 기본계획에 따라 사무를 처리하여야 한다.

③ 특별지방자치단체의 장은 구성 지방자치단체의 사무처리가 기본계획의 시행에 지장을 주거나 지장을 줄 우려가 있을 때에는 특별지방자치단체의 의회 의결을 거쳐 구성 지방자치단체의 장에게 필요한 조치를 요청할 수 있다.
