집회 및 시위에 관한 법률 제12조(교통 소통을 위한 제한)

①관할경찰관서장은 대통령령으로 정하는 주요 도시의 주요 도로에서의 집회 또는 시위에 대하여 교통 소통을 위하여 필요하다고 인정하면 이를 금지하거나 교통질서 유지를 위한 조건을 붙여 제한할 수 있다.

②집회 또는 시위의 주최자가 질서유지인을 두고 도로를 행진하는 경우에는 제1항에 따른 금지를 할 수 없다. 다만, 해당 도로와 주변 도로의 교통 소통에 장애를 발생시켜 심각한 교통 불편을 줄 우려가 있으면 제1항에 따른 금지를 할 수 있다.
