행정절차법 시행령 제3조(이해관계인의 참여)

①행정절차에 참여하고자 하는 이해관계인은 행정청에게 참여대상인 절차와 참여이유를 기재한 문서(전자문서를 포함한다. 이하 같다)로 참여를 신청하여야 한다. <개정 2003.6.23>

②행정청은 제1항의 규정에 의한 신청을 받은 때에는 지체없이 참여 여부를 결정하여 신청인에게 통지하여야 한다.
