1. 정당한 사유 없이 제45조(제46조제1항에 따른 경우를 포함한다)에 따른 토지ㆍ건축물ㆍ인공구조물, 그 밖의 소유물의 일시 사용 또는 장애물의 변경이나 제거를 거부 또는 방해한 자

2. 제74조의2제3항을 위반하여 직무상 알게 된 재난관리정보를 누설하거나 권한 없이 다른 사람이 이용하도록 제공하는 등 부당한 목적으로 사용한 자
