자동차관리법 시행령 제14조의8(고유식별정보의 처리)
Enforcement Decree of the Motor Vehicle Management Act, Article 14-8 (Processing of Unique Identification Information)
① 국토교통부장관, 시ㆍ도지사, 시장ㆍ군수 또는 구청장(해당 권한이 위임ㆍ위탁된 경우에는 그 권한을 위임ㆍ위탁받은 자를 포함한다), 등록번호판발급대행자, 「한국자산관리공사 설립 등에 관한 법률」에 따른 한국자산관리공사, 자동차검사대행자, 법 제44조의2제1항에 따른 종합검사대행자(이하 "종합검사대행자"라 한다), 법 제51조의2제1항에 따른 이륜자동차검사대행자(이하 "이륜자동차검사대행자"라 한다), 성능시험대행자, 위원회 및 자동차해체재활용업자는 다음 각 호의 사무를 수행하기 위하여 불가피한 경우 「개인정보 보호법 시행령」 제19조에 따른 주민등록번호, 여권번호, 운전면허의 면허번호 또는 외국인등록번호가 포함된 자료를 처리할 수 있다. <개정 2018.10.23, 2021.2.2, 2022.2.17, 2023.6.9, 2023.9.26, 2025.2.7, 2025.3.14>
(1) The Minister of Land, Infrastructure and Transport, a Mayor/Do Governor, or the head of a Si/Gun/Gu (including a person to whom the relevant authority has been delegated or entrusted), a number plate issuing agent, the Korea Asset Management Corporation under the Act on the Establishment of Korea Asset Management Corporation, a motor vehicle inspection agency, a comprehensive inspection agency under Article 44-2 (1) of the Act (hereinafter referred to as a "comprehensive inspection agency"), a two-wheeled motor vehicle inspection agent under Article 51-2 (1) of the Act (hereinafter referred to as a "two-wheeled motor vehicle inspection agent"), a performance test agency, the Committee, and motor vehicle dismantling and recycling business operators may, where unavoidable to carry out the following affairs, process materials containing resident registration numbers, passport numbers, driver's license numbers, or alien registration numbers under Article 19 of the Enforcement Decree of the Personal Information Protection Act:
1. 법 제7조에 따른 등록원부의 복구 및 등록원부의 열람, 그 등본 또는 초본의 발급에 관한 사무
1. Affairs concerning the restoration of the register under Article 7 of the Act, inspection of the register, and issuance of certified copies or extracts of it;
2. 법 제8조에 따른 신규등록에 관한 사무
2. Affairs concerning new registration under Article 8 of the Act;
3. 법 제10조에 따른 등록번호판(같은 조 제7항에 따른 외부장치용 등록번호판을 포함한다)의 부착에 관한 사무
3. Affairs concerning the attachment of number plates under Article 10 of the Act (including number plates for external devices under paragraph (7) of the same Article);
4. 법 제11조에 따른 변경등록에 관한 사무
4. Affairs concerning registration of changes under Article 11 of the Act;
5. 법 제12조에 따른 이전등록에 관한 사무
5. Affairs concerning transfer registration under Article 12 of the Act;
6. 법 제12조의2에 따른 등록원부 또는 초본의 열람 또는 발급에 관한 사무
6. Affairs concerning inspection or issuance of the register or extracts of it under Article 12-2 of the Act;
7. 법 제13조에 따른 말소등록에 관한 사무
7. Affairs concerning deregistration under Article 13 of the Act;
8. 법 제18조에 따른 자동차등록증 재발급에 관한 사무
8. Affairs concerning reissuance of motor vehicle registration certificates under Article 18 of the Act;
9. 법 제20조에 따른 등록번호판발급대행자의 지정에 관한 사무
9. Affairs concerning the designation of number plate issuing agents under Article 20 of the Act;
10. 법 제21조에 따른 등록번호판발급대행자에 대한 지정의 취소에 관한 사무

15. Affairs concerning the registration of facilities for manufacturing, testing, and inspecting motor vehicles and the like under Article 30 (2) of the Act;
16. 법 제34조에 따른 튜닝 승인에 관한 사무
16. Affairs concerning tuning approval under Article 34 of the Act;
17. 법 제43조에 따른 자동차검사에 관한 사무

22. 법 제53조에 따른 자동차관리사업의 등록 등에 관한 사무
22. Affairs concerning registration of motor vehicle management businesses and the like under Article 53 of the Act;
23. 법 제53조의2에 따른 포상금 지급에 관한 사무
23. Affairs concerning payment of rewards under Article 53-2 of the Act;
24. 법 제55조에 따른 자동차관리사업의 양도ㆍ양수 신고 및 합병 신고에 관한 사무
24. Affairs concerning reports of the transfer and acquisition of motor vehicle management businesses and reports of mergers under Article 55 of the Act;
25. 법 제58조제6항제1호에 따른 폐차 인수의 증명에 관한 사무
25. Affairs concerning certification of the takeover of vehicles for scrapping under subparagraph 1 of Article 58 (6) of the Act;
26. 법 제60조에 따른 자동차경매장의 승인 또는 변경승인에 관한 사무
26. Affairs concerning approval, or approval of changes, of motor vehicle auction houses under Article 60 of the Act;
27. 법 제65조의2에 따른 온라인 자동차 매매정보제공의 등록 등에 관한 사무
27. Affairs concerning registration of online motor vehicle sales information provision and the like under Article 65-2 of the Act;
28. 법 제66조에 따른 다음 각 목에 관한 사무
28. Affairs concerning the following under Article 66 of the Act:
가. 법 제66조제1항에 따른 자동차관리사업자에 대한 등록의 취소 또는 사업의 정지
(a) Revocation of the registration of, or suspension of business of, motor vehicle management business operators under Article 66 (1) of the Act;
나. 법 제66조제2항에 따른 자동차제작자등에 대한 등록의 취소 또는 사업의 정지
(b) Revocation of the registration of, or suspension of business of, motor vehicle manufacturers, etc. under Article 66 (2) of the Act;
다. 법 제66조제4항에 따른 온라인 자동차 매매정보제공자에 대한 등록의 취소 또는 사업의 정지
(c) Revocation of the registration of, or suspension of business of, online motor vehicle sales information providers under Article 66 (4) of the Act;
라. 법 제66조제5항에 따른 자동차성능ㆍ상태점검자에 대한 사업장의 폐쇄 또는 사업장별 사업의 정지
(d) Closure of places of business of, or suspension of business at each place of business of, motor vehicle performance and condition checkers under Article 66 (5) of the Act;
28의2. 법 제68조의23에 따른 공제조합 임직원에 대한 징계ㆍ해임 요구 및 시정명령에 관한 사무
28-2. Affairs concerning demands for disciplinary action or dismissal of, and corrective orders concerning, officers and employees of mutual aid associations under Article 68-23 of the Act;
29. 법 제69조에 따른 전산자료 이용 승인에 관한 사무
29. Affairs concerning approval of the use of computerized data under Article 69 of the Act;
30. 법 제69조의2에 따른 자동차이력관리 정보의 제공에 관한 사무
30. Affairs concerning the provision of motor vehicle history management information under Article 69-2 of the Act;
31. 법 제76조제12호 및 제13호의2에 해당하는 자에 대한 수수료 감면 등에 관한 사무
31. Affairs concerning the reduction of or exemption from fees and the like for persons falling under subparagraphs 12 and 13-2 of Article 76 of the Act;
32. 법 제85조부터 제88조까지의 규정에 따른 범칙행위에 관한 사무
32. Affairs concerning offenses subject to a penalty charge under Articles 85 through 88 of the Act.
② 공제조합은 법 제68조의17에 따른 공제조합의 사업에 관한 사무를 수행하기 위하여 불가피한 경우 「개인정보 보호법 시행령」 제19조에 따른 주민등록번호, 여권번호, 운전면허의 면허번호 또는 외국인등록번호가 포함된 자료를 처리할 수 있다. <신설 2023.9.26>
(2) Where unavoidable to carry out affairs concerning the business of mutual aid associations under Article 68-17 of the Act, a mutual aid association may process materials containing resident registration numbers, passport numbers, driver's license numbers, or alien registration numbers under Article 19 of the Enforcement Decree of the Personal Information Protection Act.
